recruiting a Director of Human Resource and
Administration, a senior-level position responsible for
shaping, strengthening, and managing the district’s human capital and
administrative operations.

About the Position
The Director of Human Resource and
Administration will oversee district-wide HR management, staff
development, administrative coordination, and logistics management. The
director will also ensure compliance with national HR policies, supervise
teams, and support strategic decision-making through the District Technical
Coordination Committee.
This is a key leadership role reporting directly to the Corporate
Services Division Manager.

Key Responsibilities
The successful candidate will be responsible for:
1. Human Resource Leadership & Planning
· Coordinate
planning, budgeting, resource mobilization, and reporting for the HR &
Administration Unit.
· Supervise
all unit staff and ensure knowledge management practices are upheld within the
district.
2. Recruitment & HR Systems Management
· Coordinate
the recruitment and onboarding process for district staff.
· Maintain
updated organizational structures, job descriptions, job classification
systems, salary structures, and personnel files.
3. Performance Evaluation & Compliance
· Coordinate
employee performance evaluations.
· Ensure
HR practices comply with national policy, laws, rules, and regulations, and
provide guidance where necessary.
4. Capacity Building
· Develop
and implement the District Capacity Building Plan in collaboration with all
departmental heads.
5. Administration & Logistics Management
· Oversee
contract administration across the district.
· Ensure
proper management of district assets, logistics, and administrative operations.
6. Advisory & Committee Participation
· Serve
as a member of the District Technical Coordination Committee.
· Advise
district leadership on HR, administration, and logistics matters.
Minimum Qualifications
To be eligible, you must have one of the following academic qualifications
with the required professional experience:
With a Master’s Degree (1 year of experience)
· Master’s
in Human Resource Management
· Master’s
in Public Administration
· Master’s
in Administrative Sciences
· Master’s
in Management (HR specialization)
With a Bachelor’s Degree (3 years of experience)
· Bachelor’s
in Human Resource Management
· Bachelor’s
in Public Administration

in Administrative Sciences
· Bachelor’s
in Management (HR specialization)
