Key Responsibilities

As a Consultant (Rwanda Operations), you will be entrusted with responsibilities that combine legal expertise, project management, and strategic advisory.

1. Business Development

• Identify new opportunities with the Government of Rwanda.
• Promote CIJ’s services and secure mandates for law reform and capacity building.
• Develop strategies to expand CIJ’s impact and partnerships.

2. Partner Relationship Management

• Act as CIJ’s main liaison with government partners in Rwanda.
• Build and maintain long-term, trust-based relationships with senior officials.
• Ensure smooth project execution by addressing challenges proactively.

3. Legal Research & Analysis

• Conduct detailed research on governance, economic development, and social justice.
• Draft laws, legislative provisions, and reform frameworks.
• Prepare evidence-based reports that support policy decisions.

4. Legal & Policy Advisory

• Provide strategic advice to government stakeholders.
• Tailor recommendations to Rwanda’s unique political and socio-economic context.
• Engage diverse stakeholders — including civil society, private sector, and international partners.

5. Capacity Building & Knowledge Sharing

• Develop and deliver training sessions on law reform and legislative drafting.
• Represent CIJ at public forums, workshops, and conferences.

6. Project Management

• Oversee planning, implementation, and monitoring of law reform projects.
• Ensure projects are completed on time, within scope, and on budget.
• Prepare detailed progress reports for CIJ leadership and stakeholders.

Who is Eligible for This Role?

This position requires strong academic and professional experience. Here are the eligibility details:

Education

• Bachelor’s degree in Law (LLB) is required.
• A Master’s degree in Law, Governance, Policy, or related field is highly desirable.

Professional Experience

• Minimum 7 years of proven experience in:
• Legal advisory services
• Legislative drafting
• Law reform and governance projects
• Experience working with government agencies or international organizations in Rwanda or similar contexts.

Expertise

• Strong knowledge in at least one of CIJ’s focus areas:
• Good governance
• Economic development
• Social mobility and inclusivity

Skills

• Excellent legal drafting and research skills.

• Non-Rwandan candidates must be able to obtain work authorization in Rwanda (CIJ may assist for outstanding candidates).

• Location: Cape Town, South Africa (with operational focus on Rwanda).
