The IT Specialist position is a critical role within WI Rwanda, supporting not only day-to-day IT systems but also contributing to the digital transformation of health services.

Position Details

·       Job Title: IT Specialist

·       Location: Kicukiro-Niboye, Kigali

·       Travel: Required occasionally to Ngoma and Rusizi districts

·       Type: Full-time employment

·       Deadline: 12 September 2025, COB

 

Key Duties and Responsibilities

The IT Specialist will work across multiple domains of IT, digital health, and training. Some of the major responsibilities include:

1. IT Systems Administration

·       Manage and maintain office IT equipment including computers, servers, printers, and networks.

·       Configure systems, perform updates, apply patches, and ensure smooth operations of all digital tools.

·       Monitor network performance, troubleshoot LAN/WAN issues, and liaise with internet service providers (ISPs).

2. Data Systems and Digital Platforms

·       Design, deploy, and manage KoBoToolbox forms for community and health program data collection.

·       Provide ongoing administration of DHIS2, particularly in PostgreSQL environments.

·       Develop and maintain interactive dashboards and reports in Power BI.

·       Lead initiatives to digitalize WI’s community systems and ensure integration with Ministry of Health databases.

3. Data Security and Backup

·       Implement and maintain cloud-based backup systems for critical data.

·       Develop disaster recovery plans to protect against data loss.

·       Monitor and enforce data security protocols in compliance with national and organizational standards.

4. Training and Capacity Building

·       Train WI staff and Community Health Workers (CHWs) in using IT systems effectively.

·       Conduct workshops on data entry, reporting, and digital literacy.

·       Provide one-on-one technical support when needed.

5. Collaboration and Technical Support

·       Work closely with program managers, health experts, and monitoring & evaluation staff to ensure technology is aligned with project needs.

·       Support national-level digital health strategies by working in collaboration with the MoH and RBC.

 

Required Qualifications

To succeed in this role, candidates must meet the following requirements:

·       Education:

o   Advanced degree in Information Technology, Computer Science, or related field.

·       Professional Experience:

o   At least 5 years of professional experience in IT systems administration, including hardware, software, and networking.

o   Practical experience with KoBoToolbox, DHIS2, and Power BI.

o   Strong knowledge of cloud-based backup systems and data recovery plans.

o   Previous experience working with INGOs, NGOs, or health-focused organizations is an added advantage.

·       Skills & Competencies:

o   Strong problem-solving and analytical skills.

o   Knowledge of PostgreSQL database management.

o   Ability to work independently and adapt to dynamic environments.

o   Excellent communication and training skills.

·       Language:

o   Fluency in English (written and spoken) is required.
